Considering the importance and necessity of cybernetics in various subjects, this research was conducted with the aim of investigating the impact of the role of cybernetics in the marketing and development of information resources in university libraries. This research is of the correlation type and based on the method of obtaining the required data in the category of descriptive-survey research and according to its purpose, it is an applied research. The statistical population studied in this research are all managers and librarians of university libraries and students of information science and epistemology in Tehran city, based on Cochran's formula, the statistical sample size was determined to be 242 people. The sampling method is stratified random In order to measure the research variables, Birnbaum standard questionnaires (2013) were used. The validity of the questionnaire was determined using the opinions of experts and experts and their reliability was determined using Cronbach's alpha of 91%. To test the hypotheses, Kolmogorov-Smirnov test, Spearman correlation, Friedman, Shannon entropy technique, chi-square and binomial test were used. The results showed that cybernetics and its components have an impact on the marketing and development of information resources in academic libraries. Among the cybernetic components, the leadership component has the most impact and hard and loose operations have the least impact on the marketing and development of information resources in academic libraries.

The aim of this study was to investigate the relationship between of organizational innovation and emotional intelligence on organizational commitment in librarians of Rasht public libraries. This research is descriptive and correlational. The study population consisted of all librarians in the public libraries of Rasht city in 1398, among which 70 were selected by convenience sampling method. To collect data in this study, the innovative organizational climate of Citgol and Koheim (1978), self-developed Emotional Intelligence (1996) and organizational Commitment Allen and Meyer (1991) were used. Data analysis using Pearson correlation coefficient moment showed that there was a positive and significant correlation between organizational innovation and organizational commitment (P < 0.01). Also there is a positive and significant correlation between emotional intelligence and organizational commitment (P < 0.01). Data analysis using regression analysis showed that organizational innovation was a positive and significant predictor of organizational commitment (p < 0.01) as well as the predictive emotional intelligence of the organizational commitment (p < 0.01). According to the findings obtained by designing and holding programs and workshops of librarians in the field of informing them to promote organizational innovation and emotional intelligence, it is essential to improve the organizational commitment of these individuals by promoting organizational innovation and emotional intelligence of librarians in libraries.

زنده‌باد کتابخانه‌ها استاد فقید، مرحومه پوری سلطانی در مصاحبه‌ای فرمودند:"کتابداری کاری نیست که شما انجام بدهید و تمام بشود، بلکه یک علم، فن و هنر پویا است که دائماً باید زندگی کند و زنده باشد." نکته‌ی جالب در این سخن گهربار زندگی کردن و زنده‌بودن کتابداری است. درواقع، با توجه به این سخن، کتابداری یا علم اطلاعات و دانش شناسی یک ارگان یا سازمان زنده است. یک سازمان زنده نفس می‌کشد، نیاز به غذا و توجه و مراقبت دارد و می‌میرد ولی میرایی در مورد نهادهایی که با آحاد مردم سروکار دارند و در جامعه و با جامعه نفس می‌کشند ممکن نیست. تا زمانی که مردم نقش پویا دارند، کتابخانه و کتابداری باقی و زنده خواهد بود. جوامعی که در آن خواندن نیرو محرکه‌ی جامعه است، عمل به خواندن موجب حیات کتابخانه‌ها خواهد شد و درنتیجه علم اطلاعات و دانش شناسی که فلسفه وجودی‌اش، وجود کتابخانه‌هاست زنده خواهد ماند. این علم از کتابخانه‌ها نفس می‌گیرد و کتابخانه‌ها از جامعه نفس می‌گیرند، این عمل دم و بازدم موجب پویایی و زنده ماندن کتابخانه‌ها و متعاقباً علم اطلاعات و دانش شناسی می‌شود. چه باید کرد تا کتابخانه‌ها زنده بمانند؟ آیا می‌توان انتظار داشت در جامعه‌ای که پشت به کتاب کرده است، کتابخانه‌ها زنده بمانند و کتابداری که علم وابسته به کتابخانه‌هاست پویا باشد؟ به‌راستی مسئولیت این مهم با کیست؟ ما کتابداران تا چه اندازه دارای مسئولیت هستیم؟ آیا همیشه حیات علم اطلاعات و دانش شناسی از کتابخانه‌ها جان می‌گیرد و یا جهت عکس آن‌هم ممکن است؟ آیا جامعه‌ی دانشگاهی مسئولیت بازنگری به آموزش، منابع علمی و نیازهای کتابخانه‌ها را نباید به عهده بگیرد؟ راهکارهای ادامه‌ی حیات کتابخانه‌ها و علم اطلاعات و دانش شناسی را می‌توان در دو بعد بازنگری کرد. دولت و مردم. این‌که کدام بر دیگری ارجحیت دارد به‌راستی نمی‌توان به قطعیت رسید. ازیک‌طرف، اکثر کتابخانه‌های ما دولتی و یا وابسته به بودجه‌ی نهادهای دولتی هستند لذا کارکنان آن‌ها نیز کارمندان بالقوه دولت هستند. از طرف دیگر کتابخانه‌ها می‌بایست در خدمت جوامع مختلف اعم از مردم عادی تا دانش‌پژوهان دانشگاهی باشند. تدوین برخی از سیاست‌ها از طرف دولت‌ها ابلاغ می‌شوند. مثلاً تغییر نظام آموزشی از کتاب درسی محور به پژوهش محور یا مطالعه محور می‌بایست از طرف دولت برنامه‌ریزی، حمایت و پیاده شود. در سال‌های اخیر تلاش‌هایی در راستای این مسئله انجام شده است ولی گویا همه‌چیز به کنکور ختم می‌شود و انرژی و انگیزه‌های بالقوه نونهالان و نوجوانان کشورمان می‌بایست در جهت در راه موفقیت در کنکور تلف شود. این سال‌های طلایی است که ما از دست می‌دهیم، در این سال‌های طلایی فعالیت‌های علمی در حد خواندن و حفظیات تلف می‌شوند. سال‌هایی که مطالعه کردن می‌بایست تبدیل به عادت شود. این مسئولیت مهم دولت و نهادهای قانون گزار است که به دست فراموشی سپرده شده است. کدام مصوبه مجلس در دهه‌های اخیر در مورد این امر مهم بوده است؟ کدام قوانین آموزشی دانش‌آموزان کشورمان را بر محور مطالعه منابع غیردرسی سوق داده‌اند؟ مگر می‌توان کتابخانه‌ها را با مسابقه‌ی کتاب‌خوانی زنده نگه داشت. این دور باطلی است که همه ما در حال نظاره‌ی آن هستیم. مسئولیت دیگر، به عهده‌ی خود مردم است. پویایی کتابخانه‌ها یک مسئولیت اجتماعی است. گروه‌های مردم‌نهاد در این رابطه اندک هستند. اخیراً خیرین کتابخانه ساز در برخی از استان‌ها فعال شده‌اند ولی راهی طولانی در این رابطه وجود دارد. رشد این نهادها می‌بایست از طرف نهادهای دولتی تشویق شود و قوانین دست‌وپا گیر می‌بایست بازنگری شوند تا کتابداران جوان رهبری این مهم را به عهده بگیرند. یکی دیگر از عوامل تأثیرگذار، جامعه‌ی دانشگاهی است. جامعه دانشگاهی علم اطلاعات و دانش شناسی ازیک‌طرف، می‌بایست نیازهای جامعه فراگیران، نیازهای کتابخانه‌ها و به‌طور کل نیازهای جامعه را بررسی و واکاوی نماید و آموزش‌ها‌ی خود را مبتنی بر نیازها انجام دهد. جامعه دانشگاهی می‌بایست در دل جامعه زندگی کند و راهکارها را از دل جامعه و منابع علمی به‌روز استخراج نماید و چراها را پاسخ دهد. جوامع دانشگاهی جدای از جامعه و دولت نیستند و نمی‌توان منتظر دیکته دستورالعمل‌ها از طرف نهادهای دولتی ماند. مسئولیت اجتماعی همه‌ی ما ایجاب می‌کند تا به این نهاد نیمه‌جان روحی تازه ببخشیم. همان‌طور که حیات علم اطلاعات و دانش شناسی وابسته به کتابخانه‌هاست، حیات کتابخانه‌ها نیز وابسته به علم اطلاعات و دانش شناسی است. بی‌‌تفاوتی نسبت به کتابخانه‌ها و وضعیت کنونی موجب افول ستاره‌ی کتابخانه‌ها و درنتیجه افول رشته علم اطلاعات و دانش شناسی خواهد شد. گرچه بارقه‌های امید سوسو می‌زند ولی برنامه‌ریزی و مدیریت برای زنده نگه‌داشتن کتابخانه‌ها از طرف نهادهای ذی‌ربط و عزم ملی از طرف آحاد مردم و بخصوص از طرف جامعه‌ی علم اطلاعات و دانش شناسی موجب تحرک کتابخانه‌ها خواهد شد.

Purpose: The present study examines digitization of manuscripts process in Qom libraries. Methodology / Design: The present study's method, which is applied to the survey, has been conducted and the using a descriptive approach. The data was collected through the questionnaire and analyzed using descriptive and inferential statistics. Findings: The results of this study indicate Holds the least amount of digitization 100% of Hazrat Masume and the library of azam mosque's collections have been digitized digital, and the Library of Ayatollah Marashi with the largest number of manuscripts, only 11.5 % Of the their collections manuscripts Have been digitized In compared with Its peers the least amount of visits. The Masjed Azam library has been more successful In compared with other libraries in this direction. And their digitizied collections of manuscripts have been put on display via the web. Conclusions: The results of this study are identified in this process libraries, some problems and challenges in terms of staffing Expert and, equipment required, The lack of a standard approach at the national level, lack of centers of this process have to integrate, which in this respect " Design and development of a standard and national strategy in order to digitize manuscripts " to integrate this process, preferably with focus on national libraries and with Collaboration of large libraries has been suggested
