Abstract
The aim of the present research is to determine and rank the factors affecting the implementation of an electronic city plan using the Analytic Hierarchy Process. The research method is descriptive in nature and, given its purpose, is applied, quantitative, and survey-based. The statistical population in this research includes 21 experts. Due to the limited statistical population, the sample size is considered the same as the statistical population (21 individuals). Purposeful sampling was used in this research through both library research and questionnaires to collect data. In order to assess the validity of the research questionnaires, experts were consulted. The questionnaires were distributed to several experts and management professors, and their feedback was taken into consideration. The validity of the questionnaires was ultimately confirmed. In order to determine the reliability of the questionnaires (pairwise comparisons), the inconsistency rate was calculated for each pairwise comparison matrix. The overall inconsistency rate was 0.06, which is acceptable with a scale of 0 to 1, indicating that the matrices are reliable. Data analysis was conducted using Choice Expert software and Analytic Hierarchy Process (AHP). According to the expert opinions, organizational factors are the most important (weight 29.0) and political factors are the least important (weight 19.0).
