Abstract
This study aims to analyze and evaluate the portals of Iran Public Libraries Foundation qualitatively based on the web quality evaluation methodology (WebQEM). This is an applied-descriptive survey. The statistical population included the portals of Iran Public Libraries Foundation in 2016. For this purpose, 32 portals were observed and ranked. The data was collected through the direct observation method based on the WebQEM quality evaluation model and ISO 9126-1 standard. According to the findings, “Usability”, as the main criterion, was assessed as average with a mean of 0.39. Whereas “Functionality” was reported to be inappropriate with a total mean of 0.27. Regarding “Reliability”, the total mean was reported above average (0.57). Finally, “Efficiency” was assessed as appropriate with a mean of 0.704. The WebQEM results indicated that the surveyed portals were ranked first, second, third, and fourth in Efficiency, Reliability (validity), Usability, and Functionality, respectively. In other words, the surveyed portals had more weaknesses in usability and functionality criteria. However, they were assessed as more satisfactory in efficiency and reliability with means exceeding 50%.
