To analyze the research data, the path analysis approach and SWARA’s new decision-making technique with SPLS and Excel software were used. The statistical population of this research is considered in two parts; regarding the final factors affecting the implementation of strategic knowledge management system in Sepah Bank with the path analysis approach, the opinions of all employees were considered to be 330 people. The sampling method of this research is simple random method and according to Morgan table and the mentioned formula, the size of the statistical sample is equal to 180 people. In this study, a designed questionnaire was provided to 200 managers, experts and authorities of the organization to express their views and opinions on the importance and effectiveness of these factors. Also, in relation to evaluation, weighting, importance of factors and finally their ranking, riding technique and applying the opinions of managers and specialists with at least a bachelor's degree and 5 years of experience in Sepah Bank in Hamadan region were used, the total number of which is 93 people; Finally, using a sample of 61 people from this community, the factors were evaluated. The purpose of this study is to monitor the views of users about the services of the National Library of Iran and use them in service planning. The method of this research is qualitative and focus group and brainstorming and group decision making were used to collect data. Focus groups continued until data saturation with the participation of 29 members (in two groups of 11 and 18). Maxqda software was used for data analysis. The results showed that the service factors of the Information department of the National Library of Iran from the perspective of users fall into 4 themes. Qualitative analysis of the data collected from users led to the extraction of 546 initial codes that reported service factors. Multiple revisions and code integration based on similarity over several stages resulted in 14 sub-themes. The findings of this study indicated some problems in the service desks of the National Library from the perspective of users and 4 main themes of librarians, clients, services and service desks were studied separately in its sub-themes. Maturity models were introduced with the advancement, development and application of technologies and are considered as management topics. Maturity models have levels that each level includes the characteristics related to it. Using maturity models, the effectiveness and performance of the organization can be evaluated. In the present study, articles on maturity models and maturity capability models with a qualitative approach and meta-combined method are reviewed. In addition to examining maturity models in different fields and examining the dimensions of that maturity model, the ability to evaluate the performance and effectiveness of university libraries should be examined. The existing writings on maturity models are based on their translation and interpretation. Based on this, 93 valid sources in the field of maturity models and 37 sources in the field of maturity models of capability and university libraries were examined. By analyzing the sources, 3 categories, 9 indicators and 21 codes for the characteristics of each level were obtained for the maturity model of university libraries. Based on the results, the technical category and the concept of hardware and software systems have the first rank and are of higher importance. The maturity model of university libraries helps library and university administrators to plan for the promotion of each level and reach the ideal level by determining and evaluating the characteristics of each level.
